First of all, you should know about a proper erection. Hardness does not mean that the penis should get as hard as a bone. Penis is made up of sponge-like regions that are engorged and erected when filled with blood. The hardness should be sufficient enough for penetration. If you can penetrate your partner, there is no problem, irrespective of how hard it is. If the penis is so flaccid that you cannot penetrate, there is a problem.
